CSS Layout Techniques

I must admit that I’m not very good at CSS. I think I’ve learned enough that I know about 3 different techniques and I get lost in between the various ways to style a page. Considering I’m going full bore on my gifts to spoil your girlfriend or boyfriend idea I’m going to have to learn how to do proper CSS in a hurry.
Here’s one CSS resource that looks interesting. Does anyone else know of good CSS resources that will teach me good strategies for doing CSS? I don’t really want a tutorial. I know generally how it works, but I’m interested in something that discusses the best times to use the various styles.
